How Long Does Transitional Protection Last on Universal Credit?

Transitional protection is a top-up payment added to your Universal Credit when you are moved from legacy benefits under managed migration and your UC entitlement is lower than what you were receiving before.

The DWP calculates the difference between your previous benefit income (the total legacy amount) and your UC entitlement on migration day. This difference is called the transitional element, and it is added to your UC to ensure you are not immediately worse off.

Example: If you were receiving £1,100 per month from legacy benefits and your UC entitlement is £1,000, your transitional element is £100 per month. Your total UC payment remains £1,100.

Who Gets Transitional Protection?

Transitional protection is only available to claimants who move to UC through formal managed migration, where the DWP sends a Migration Notice letter. It does not apply to:

  • New UC claims from people who were not previously on legacy benefits
  • Natural migration, where you moved to UC because of a change in circumstances
  • Claims made after the managed migration deadline without good reason

The managed migration programme began in 2020 and the DWP sent all final migration notices by the end of December 2025.

How Does Transitional Protection Erode?

The transitional element reduces, pound for pound, every time your UC entitlement increases. This means:

  • Each April, when UC rates are uprated for inflation, the transitional element reduces by the same amount that your other UC elements increase
  • If you become eligible for a new element, such as a child element or a housing element increase, the transitional element reduces by the same amount
  • Your total monthly payment stays the same, but more of it comes from your substantive UC entitlement and less from transitional protection

The process continues until the transitional element reaches zero. At that point, your UC entitlement alone covers your full payment, and any future increases in UC rates will result in a genuine rise in your monthly income.

Example of annual erosion: You receive £100 transitional protection. In April, UC rates are uprated and your standard elements increase by £20. Your transitional element reduces from £100 to £80. You still receive the same total, but the gap is smaller.

Childcare exception. Increases in your childcare element do not reduce your transitional protection. Everything else does.

What Ends Transitional Protection Immediately?

Certain changes of circumstances trigger an immediate end to transitional protection, rather than gradual erosion:

  • A partner joins or leaves your household
  • You stop being part of a couple or become part of a couple for the first time
  • You or your partner stop working (when you had been working above your claimant commitment threshold)
  • Your earnings drop below the expected threshold for three consecutive months (£991 per month for a single claimant or £1,597 per month for joint claimants) if your earnings were above this level when you first claimed UC
  • Your UC entitlement reaches zero (because of increased earnings) and you do not re-claim within three months
  • Your UC award ends for any other reason

Once transitional protection ends, it is gone permanently. It will not apply to any future UC claim.

How to Find Out How Much Transitional Protection You Receive

Your transitional element is shown in your Universal Credit statement as a separate line in your breakdown. Log in to your UC account at gov.uk/sign-in-universal-credit and check your payment breakdown. You can also message your work coach through the journal to ask for clarification on how your transitional element is calculated.

If you believe your transitional element has been calculated incorrectly, you can ask for a review or request a mandatory reconsideration.
