The distinction worth understanding is between a refurbished room and a refurbished kitchen. They are priced separately and they are not the same upgrade.
If you spend most of your time in your room, pay for the refurbished room. If you cook properly and will be in the kitchen every evening with seven flatmates, the refurbished kitchen is arguably the better buy. Most people default to the room upgrade without considering this.

What is in the flats?
Flats generally house up to eight students sharing kitchen facilities.
Kitchens are fitted with an oven, hob, microwave, fridge-freezer, kettle and cupboard storage.
You need to bring your own cutlery, crockery and pans. Bed linen is also not provided for the standard student contract. This trips up a surprising number of first years who arrive with a suitcase and no way to eat.
Broadband and IPTV are included across all Cardiff Met halls, and this along with all fuel bills is covered in the halls fee.
The 40-week contract
Plas Gwyn rooms are offered on a 40-week contract, which is shorter than a lot of purpose-built private accommodation, where 44 to 51 weeks is common.
This is a genuine financial advantage and it is worth calculating rather than glossing over. Forty weeks covers the academic year and does not charge you for a summer you will spend at home. Against a 51-week private contract at a similar weekly rate, you save eleven weeks of rent — often over £1,000.
The trade-off is that you must vacate over the summer and have somewhere to put your belongings. If you are an international student with nowhere local to store things, factor storage costs into the comparison before deciding the 40-week contract is cheaper.

Llandaff is a small cathedral city absorbed into Cardiff, and it is genuinely lovely. Llandaff Cathedral sits in quiet scenic grounds, and Cathedral Green has been used as a filming location for Doctor Who.
There are pubs, cafés and restaurants within five minutes' walk in the village, plus banks and a post office.
The Taff Trail is worth knowing about. It is a walking and cycling route that runs into the city centre along the river, which means you can get into Cardiff without paying a bus fare and without walking along a main road. For a student on a budget it is a genuine asset.
The Llandaff Campus itself has The Gallery and Atrium cafés, a Students' Union, a fitness centre and a learning centre.
There is no parking
There is no parking on the Plas Gwyn campus for resident students.
This is a flat prohibition, not a shortage. If you were planning to bring a car, you cannot park it at your accommodation, and Llandaff's surrounding streets are residential with their own restrictions.
Given the bus links and the Taff Trail, most students manage fine without one. But if you have a placement or a job that requires driving, work out the logistics before you accept a room.

What to do about it: ask directly at the point of applying. Cardiff Met has Halls Managers based on site at both Cyncoed and Plas Gwyn, available Monday to Friday 8:30am to 5:00pm, 4:30pm on Fridays. There are also security staff and a trained team of resident student wardens who provide assistance and coordinate emergency support.
Ask what the out-of-hours security arrangement is, how residents report a concern at 2am, and what the response time looks like. A good accommodation office will answer this properly. The question is entirely reasonable and you are entitled to a clear answer before you commit to living somewhere for 40 weeks.
On room size: view before you accept if you possibly can, or at minimum ask for floor area in square metres rather than relying on photographs. "Tiny" is subjective; a number is not.
